China recognizes the seriousness of pollution issues and has asked the European Union to help them tackle pollution related to heavy metals, water pollution and waste treatment.

European Union and China recently agree to cooperate to cut greenhouse gases through projects that include the development of Chinese emissions trading scheme.  EU has invested $13 million in this scheme known as the EU China Environmental Sustainability Project.

Enforcement and monitoring are two critical factors that help to decrease pollution issues. Enforcement is more difficult at local level. The main problem at the local level is due to the government. They often have more interest in tax receipts from polluting industries under their jurisdiction.
